Ok here's the answer from the people-who-know...
From 7.31 SP5 onwards, the Directory Authentication method has been changed from basic to form based and that is why your WSDL access is not working. Please refer to SAP Note 1466002 if you wish to provide anonymous access to WSDL documents i.e by setting the below exchange profile parameter com.sap.aii.ibdir.wsdl.servlet.authentication = off and the WSDL import will then work.
