In the context of my question, since a WD acts as a proxy, I assume one would double requests forwarded to the app server to reflect total messages flowing across the WD... However, SAP probably accounts for this during the translation from MessagesPerSecond to SAPS. For this exercise, we will use the requests (filtered and manipulated applicably) for the "Average number of messages per user interaction step."
