I had faced similar problem after performing redirect restore as part of the System Refresh activity.
Can you please try this ( I have assumed PE1 - PROD and QE1 - QA ) ...
1. dscdb6up -create sappe1 <Passwd>
password file '/usr/sap/QE1/SYS/global/dscdb6.conf' successfully written
2. db2 connect to QE1 user sappe1 using <Password>
Database Connection Information
Database server = DB2/LINUXX8664 9.7.3
SQL authorization ID = SAPPE1
Local database alias = QE1
3. dscdb6up sappe1 <Passwd>
password file '/usr/sap/BST/SYS/global/dscdb6.conf' successfully writtenEffective userid is not root.
OS passwords can not be changed.ABORTING! Please check permissions and ownership
